Irene Flooding Declared A Disaster

US President Barack Obama has officially declared the flooding in North Carolina and New York a disaster. That means federal funds can be used to help relief efforts. The storm’s impact on New York City was minimal. But it was severe in other parts of the state, which along with New Jersey and Vermont has seen some of its worst flooding in decades.
